Adamawa Discovers 12,609 Ghost Workers On Payroll

Chairman, Committee on the Verification and Validation of Adamawa Local Governments staff, Mr. Maurice Vunobolki, said that the exercise identified 12,609 ghost workers from the workforce of the 21 local governments in the state.
Vunobolki said that a total number of 38,760 workforce was cleared and migrated to the e-payment database, as against 51,369 earlier presented to the committee.
He said that 519 did not turn up for the verification exercise, while 1,780 were under-aged employees.
According to him, “as at the date of their employment, they were below the age of 18. While 1,011 were identified as fraudulent cases of payment voucher alterations.”
He added that “1,405 employments violated executive approvals and 2,731 were irregular employments that were not in conformity with Teachers salary Scale (TSS).”
He said that the balance of 563 people was retired by age or years of service. Vunobolki said that the gross salaries of local governments, Local Education Authority (LEA) and Primary Health Care Development Agency (PHCDA) as at July 2015 were N1, 708,216,539.12.
He said that the gross figure after validation as at May 2016 stood at N1,366,632,447.2, resulting in gross monthly consequence of N341,584,091.60 and N4,094,140,059.60 annually.
While thanking the governor for finding them worthy to serve in such capacities, Vunobolki said the report contained findings, observations and recommendations for further action by the government.
“It is therefore, hoped that government will find this report relevant and useful for the implementation of e-payment salary regime for local governments in the state,’’ he stated.
